We need to distinguish between two contrasting narratives of Culture Talk. One thinks of premodern peoples as those who are not yet modern, who are either lagging behind or have yet to embark on the road to modernity. The other depicts the premodern as also the antimodern. Whereas the former conception encourages relations based on philanthropy, the latter notion is productive of fear and preemptive police or military action.
The difference is clear if we contrast earlier depictions of Africans with contemporary talk about Muslims. During the Cold War, Africans were stigmatized as the prime example of peoples not capable of modernity. With the end of the Cold War, Islam and the Middle East have displaced Africa as the hard premodern core in a rapidly globalizing world. The difference in the contemporary perception of black Africa and Middle Eastern Islam is this: whereas Africa is seen as incapable of modernity, hard-core Islam is seen as not only incapable of but also resistant to modernity. Whereas Africans are said to victimize themselves, hard-core Muslims are said to be prone to taking others along to the world beyond. ~ Mahmood Mamdani

The violent secularism of al-Nasser had led Qutb to espouse a form of Islam that distorted both the message of the Quran and the Prophet's life. Qutb told Muslims to model themselves on Muhammad: to separate themselves from mainstream society (as Muhammad had made the hijrah from Mecca to Medina), and then engage in a violent jihad. But Muhammad had in fact finally achieved victory by an ingenious policy of non-violence; the Quran adamantly opposed force and coercion in religious matters, and its vision - far from preaching exclusion and separation - was tolerant and inclusive. Qutb insisted that the Quranic injunction to toleration could occur only after the political victory of Islam and the establishment of a true Muslim state. The new intransigence sprang from the profound fear that is at the core of fundamentalist religion. Qutb did not survive. At al-Nasser's personal insistence, he was executed in 1966.

Every Sunni fundamentalist movement has been influenced by Qutb. Most spectacularly it has inspired Muslims to assassinate such leaders as Anwar al-Sadat, denounced as a jahili ruler because of his oppressive policies towards his own people. Arguing/struggling with God is not only Jewishly permitted, it is central to the Torah and later Judaism. In this regard, as in others, the Torah is unique. In no other foundational religious text of which I am aware is arguing with God a religious expectation. The very first Jew, Abraham, argues with God, as does the greatest Jew, Moses. (It is worth noting that though Muslims consider Abraham their father as well, arguing with God has no place in the Quran or in normative Islam.)
It is difficult to overstate the importance of this Jewish concept. For one thing, it enabled Jews to believe in the importance of reason - God Himself could be challenged on the basis of reason and morality; one does not have to suspend reason to be a believing Jew. Indeed, it assured Jews that belief in God was itself the apotheosis of reason. For another, it had profound psychological benefits to Jews. You cannot win a war if you cannot talk honestly about the enemy Since the 9/11 attacks, political correctness and ideological prejudice - under both Republican and Democratic presidents - have distorted our analysis of the enemy, preventing us from drawing an effective plan to defeat the likes of Al Qaeda and the Islamic State. Ten years ago a book appeared in France called D'Une foi l'autre, les conversions a l'Islam en Occident. The authors, both career journalists, carried out extensive interviews with new Muslims in Europe and America. Their conclusions are clear. Almost all educated converts to Islam come in through the door of Islamic spirituality. In the middle ages, the Sufi tariqas were the only effective engine of Islamisation in Muslim minority areas like Central Asia, India, black Africa and Java; and that pattern is maintained today.

Why should this be the case? Well, any new Muslim can tell you the answer. Westerners are in the first instance seeking not a moral path, or a political ideology, or a sense of special identity - these being the three commodities on offer among the established Islamic movements. They lack one thing, and they know it - the spiritual life. Thus, handing the average educated Westerner a book by Sayyid Qutb, for instance, or Mawdudi, is likely to have no effect, and may even provoke a revulsion. But hand him or her a collection of Islamic spiritual poetry, and the reaction will be immediately more positive. It is an extraordinary fact that the best-selling religious poet in modern America is our very own Jalal al-Din Rumi. Despite the immeasurably different time and place of his origin, he outsells every Christian religious poet.
