I received comments on how extraordinary it was that I could keep up speaking for exactly 45 minutes. Indeed, in an age of soundbites lasting some seconds and of quick quotes in the news, all those minutes do seem like an eternity, easy to get lost in. Yet, wait a moment. Forty-eight states and the District of Columbia prohibit inmates from voting while incarcerated for a felony offense. Only two states - Maine and Vermont - permit inmates to vote. The vast majority of states continue to withhold the right to vote when prisoners are released on parole. Even after the term of punishment expires, some states deny the right to vote for a period ranging from a number of years to the rest of one's life.

This is far from the norm in other countries - like Germany, for instance, which allows (and even encourages) prisoners to vote. In fact, about half of European countries allow all incarcerated people to vote, while others disqualify only a small number of prisoners from the polls. Prisoners vote either in their correctional facilities or by some version of absentee ballot in their town of previous residence. Almost all of the countries that place some restrictions on voting in prison are in Eastern Europe, part of the former Communist bloc.

No other country in the world disenfranchises people who are released from prison in a manner even remotely resembling the United States. When he got there and knelt to dip up some water, he saw a beautiful woman standing on an island in the middle of the river. The devotee fell madly in love on the spot. He grabbed a boat and rowed over to her. She responded to him, and the two were married. They had children in a house on the island; the devotee grew rich and old plying his trade as a merchant. Many years later, a typhoon came along and devastated the island. The merchant was swept away in the storm. He nearly drowned but regained consciousness on the very spot where he had once begged to see God. His whole life, including his house, wife, and children, seemed never to have happened.

After a while Mary said, "Zsadist?"

"A hundred years."

"How did you get free?"

"Phury. Phury got me out. That's how he lost his leg."

"Were you hurt while you were a slave?"

Z swallowed hard. "Yes."

"Do you still think about it?"

"Yes." He looked down at his hands, which suddenly were in pain for some reason. Oh, right. He'd made two
fists and was squeezing them so tightly his fingers were about to snap off at the knuckles.

"Does slavery still happen?"

"No. Wrath outlawed it. As a mating gift to me and Bella."

"What kind of slave were you?"

Zsadist shut his eyes. Ah, yes, the question he didn't want to answer. For a while it was all he could do to force himself to stay in the chair. But then, in a falsely level voice, he said,
"I was a blood slave. I was used by a female for blood."

With a suspicious glee in her eyes, she tugged her arm from his grip. "I'm not saying I didn't respond-- just that I didn't respond to any overwhelming degree. But it was a good kiss, I suppose. Better than some, not as good as others."

"What the hell do you mean? How many chaps have you kissed in the last nine years, anyway?"

"No more than you've kissed women, I should imagine."

"My God."

"But don't worry-- I don't think the average woman would complain about your kissing. You're perfectly competent."

Competent? Bloody insolent chit. Even knowing she was trying to provoke him didn't ease his wounded pride. "Perhaps we should try again."
