In 1969 the Khmer Rouge numbered only about 4,000. By 1975 their numbers were enough to defeat the government forces. Their victory was greatly helped by the American attack on Cambodia, which was carried out as an extension of the Vietnam War. In 1970 a military coup led by Lon Nol, possibly with American support, overthrew the government of Prince Sihanouk, and American and South Vietnamese troops entered Cambodia.

One estimate is that 600,000 people, nearly 10 per cent of the Cambodian population, were killed in this extension of the war. Another estimate puts the deaths from the American bombing at 1000,000 peasants. From 1972 to 1973, the quantity of bombs dropped on Cambodia was well over three times that dropped on Japan in the Second World War.

The decision to bomb was taken by Richard Nixon and Henry Kissinger and was originally justified on the grounds that North Vietnamese bases had been set up in Cambodia. The intention (according to a later defence by Kissinger's aide, Peter W. Rodman) was to target only places with few Cambodians: 'From the Joint Chiefs' memorandum of April 9, 1969, the White House selected as targets only six base areas minimally populated by civilians. The target areas were given the codenames BREAKFAST, LUNCH, DINNER, SUPPER, SNACK, and DESSERT; the overall programme was given the name MENU.' Rodman makes the point that SUPPER, for instance, had troop concentrations, anti-aircraft, artillery, rocket and mortar positions, ~ Jonathan Glover
Civilians quotes by Jonathan Glover
As the current U.S.-Israel assault raged, New York Times columnist Thomas Friedman explained that Israel's tactics in the current attack, as in its invasion of Lebanon in 2006, are based on the sound principle of "trying to 'educate' Hamas, by inflicting a heavy death toll on Hamas militants and heavy pain on the Gaza population." That makes sense on pragmatic grounds, as it did in Lebanon, where "the only long-term source of deterrence was to exact enough pain on the civilians - the families and employers of the militants - to restrain Hezbollah in the future."10 And by similar logic, bin Laden's effort to "educate" Americans on 9/11 was highly praiseworthy, as were the Nazi attacks on Lidice and Oradour, Putin's destruction of Grozny, and other notable educational exercises. ~ Noam Chomsky
Civilians quotes by Noam Chomsky
Violence is itself a form of political mobilisation. It is mainly directed against civilians and not at another army. The aim is to capture territory through political control rather than through military success. And political control is maintained through terror, through expulsion or elimination of those who challenge political control, especially those with a different label. Population displacement, massacres, widespread atrocities are not just side effects of war; they are a deliberate strategy for political control. The tactic is to sow the fear and hate on which exclusive identity claims rest. ~ Leon Kukkuk
Civilians quotes by Leon Kukkuk
Those who had alleged that a million civilians were dying from sanctions were willing, nay eager, to keep those same murderous sanctions if it meant preserving Saddam! ~ Christopher Hitchens
Civilians quotes by Christopher Hitchens
I saw her as soon as I pulled into the parking lot. This beautiful woman with a gigantic smile on her face was just about bouncing up and down despite the orthopedic boot she had on her foot as she waved me into a parking space. I felt like I'd been hit in the gut. She took my breath away. She was dressed in workout clothes, her long brown hair softly framing her face, and she just glowed. I composed myself and got out of the car. She was standing with Paul Orr, the radio host I was there to meet. Local press had become fairly routine for me at this point, so I hadn't really given it much thought when I agreed to be a guest on the afternoon drive-time show for WZZK. But I had no idea I'd meet her.
Paul reached out his hand and introduced himself. And without waiting to be introduced she whipped out her hand and said, "Hi! I'm Jamie Boyd!" And right away she was talking a mile a minute. She was so chipper I couldn't help but smile. I was like that little dog in Looney Toons who is always following the big bulldog around shouting, "What are we going to do today, Spike?" She was adorable. She started firing off questions, one of which really caught my attention.
"So you were in the Army? What was your MOS?" she asked.
Now, MOS is a military term most civilians have never heard. It stands for Military Occupational Specialty. It's basically military code for "job." So instead of just asking me what my job was in the Army, she knew enough to specifically ask me what ~ Noah Galloway
Civilians quotes by Noah Galloway
At least 23,000 civilians have also died in the Iraqi killing field and the U.S. is stuck in a quagmire. ~ Charles B. Rangel
Civilians quotes by Charles B. Rangel
Until 1943, when Stalingrad and bombing began to change everything, most German civilians save those who lost loved ones found the conflict a numbing presence rather than a trauma. ~ Max Hastings
Civilians quotes by Max Hastings
Hezbollah must stop this cowardly blending in among women and children. I heard they were making statements that they were proud of losing fewer armed men than civilians. It's hard to see how they could be proud of such a situation. ~ Jan Egeland
Civilians quotes by Jan Egeland
As a 22-year Army Veteran who served in Operations Desert Storm and Iraqi Freedom, and as a Civilian Advisor to the Afghan Army in Operation Enduring Freedom, I understand both the gravity of giving the order, and the challenge of carrying it out. ~ Allen West
Civilians quotes by Allen West
England looked strange to us returned soldiers. We could not understand the war-madness that ran wild everywhere, looking for a pseudo-military outlet. The civilians talked a foreign language. I found serious conversation with my parents all but impossible. ~ Robert Graves
Civilians quotes by Robert Graves
Could anything justify the extermination of civilians on such a scale? ~ Wilfred Burchett
Civilians quotes by Wilfred Burchett
Chasing a burning girl down a city street is a lot harder than it sounds. Civilians tend to stop and stare and this turns them into human bowling pins. Slow whiny bowling pins. ~ Richard Kadrey
Civilians quotes by Richard Kadrey
A system in which legal police shootings of unarmed civilians are a common occurrence is a system that has some serious flaws. In this case, the drawback is a straightforward consequence of America's approach to firearms. A well-armed citizenry required an even-better-armed constabulary. Widespread gun ownership creates a systematic climate of fear on the part of the police. The result is a quantity of police shootings that, regardless of the facts of any particular case, is just staggeringly high. Young black men, in particular, are paying the price for America's gun culture. ~ Matthew Yglesias
Civilians quotes by Matthew Yglesias
On Sunday, evening, May 2, 2015, in Garland, Texas, an active-shooter incident didn't end in a massacre. It ended when an armed police officer took the fight to the enemy, literally pushing toward them and killing the duo before they could massacre innocents in a crowded event center. Forget politics. Forget before and after. When the attack is initiated there is no negotiation, no thinking - only fighting, pushing, and close killing. The event in Garland wasn't quite the soft target the terrorists thought it would be. They didn't have the access to the defenseless civilians they thought they'd have. Defend yourself - now rather than later. Strength stops strength. Overwhelming strength stops massacres in their tracks. ~ Gary J. Byrne
Civilians quotes by Gary J. Byrne
Our mission is to speak the truth to power. We send home that first rough draft of history. We can and do make a difference in exposing the horrors of war and especially the atrocities that befall civilians. ~ Marie Colvin
Civilians quotes by Marie Colvin
Somewhere in the dead space between house and shelter civilians became soldiers. ~ Sara Novic
Civilians quotes by Sara Novic
You've got to forget about this civilian. Whenever you drop bombs, you're going to hit civilians. ~ Barry Goldwater
Civilians quotes by Barry Goldwater
Through Jimi Hendrix's music you can almost see the assassinations of President John F. Kennedy and of Martin Luther King Junior, the beginnings of the Berlin Wall, Yuri Gagarin in space, Fidel Castro and Cuba, the debut of Spiderman, Martin Luther King Junior's 'I Have a Dream' speech, Ford Mustang cars, anti-Vietnam protests, Mary Quant designing the mini-skirt, Indira Gandhi becoming the Prime Minister of India, four black students sitting down at a whites-only lunch counter in Greensboro North Carolina, President Johnson pushing the Civil Rights Act, flower children growing their hair long and practicing free love, USA-funded IRA blowing up innocent civilians on the streets and in the pubs of Great Britain, Napalm bombs being dropped on the lush and carpeted fields of Vietnam, a youth-driven cultural revolution in Swinging London, police using tear gas and billy-clubs to break up protests in Chicago, Mods and Rockers battling on Brighton Beach, Native Americans given the right to vote in their own country, the United Kingdom abolishing the death penalty, and the charismatic Argentinean Marxist revolutionary Che Guevara. It's all in Jimi's absurd and delirious guitar riffs. ~ Karl Wiggins
Civilians quotes by Karl Wiggins
How is it that I could run into a gunfight against overwhelming odds and put myself between bullets and civilians, but I couldn't scrape together enough courage to speak to the one person who mattered the most to me? ~ Ilona Andrews
Civilians quotes by Ilona Andrews
Unlike previous wars, our enemy now is a stateless network of religious extremists. They do not obey the laws of war, they hide among peaceful populations and launch surprise attacks on civilians. They have no armed forces per se, no territory or citizens to defend and no fear of dying during their attacks. Information is our primary weapon against this enemy, and intelligence gathered from captured operatives is perhaps the most effective means of preventing future attacks. ~ John Yoo
Civilians quotes by John Yoo
Maybe we should always show pictures. Bin Laden, pictures of our wounded service people, pictures of maimed innocent civilians. We can only make decisions about war if we see what war actually is - and not as a video game where bodies quickly disappear leaving behind a shiny gold coin. ~ Jon Stewart
Civilians quotes by Jon Stewart
How many good soldiers will die, saving these civilians? And how many people will shrug later and say: That's their job. ~ Ann Aguirre
Civilians quotes by Ann Aguirre
The very nature of interstate war puts innocent civilians into great jeopardy, especially with modern technology. ~ Murray Rothbard
Civilians quotes by Murray Rothbard
The administration says, then, there are no downsides or upsides to treating terrorists like civilian criminal defendants, but a lot of us would beg to differ. ~ Sarah Palin
Civilians quotes by Sarah Palin
Since cowardice must occur at a time and place where an enemy either has already appeared or may yet turn up, servicemen in peacetime - and ordinary civilians - can breathe a sigh of relief. If you are yellow-bellied back home, you're not technically a coward. ~ Charles Duhigg
Civilians quotes by Charles Duhigg
The inside of the Pentagon is an incredible place and a dramatic set. We do [travel] outside, but the inside workings of the civilian oversight of the military inside the Pentagon is really about as exciting as anything you ever want to deal with. It is really amazing. ~ Dennis Hopper
Civilians quotes by Dennis Hopper
But if we wait on this wedding, you can make my dress crimson. I will not wear gold if my Imperial nobility is bought with the blood of innocent civilians who died while I had a party. ~ Elise Kova
Civilians quotes by Elise Kova
Civilians are like beans; you buy 'em as needed for any job which merely requires skill and savvy.
But you can't buy fighting spirit. ~ Robert A. Heinlein
Civilians quotes by Robert A. Heinlein
I am the first Egyptian civilian president elected democratically, freely, following a great, peaceful revolution. ~ Mohammed Morsi
Civilians quotes by Mohammed Morsi
Israel's shooting down of a civilian airplane and then the killing of 107 innocent peopel aboard, and their raid into neutral Lebanon are very dangerous developments. There's only one way I can see to stop it ... is for the United States to take a very strong stand that this has to be settled ... politically settled. ~ J. William Fulbright
Civilians quotes by J. William Fulbright
In May 2005, the same month that Cruise went on Oprah, the world of celebrity changed. Perez Hilton and the Huffington Post launched, with TMZ right behind them, and the rise of the gossip sites pressured the print tabloids to joining them in a 24-hour Internet frenzy. Camera phones finally outsold brick phones, turning civilians into paparazzi. YouTube was a week old, and for the first time a video could go viral overnight. ~ Anonymous
Civilians quotes by Anonymous
Rhage re-formed on the lawn of Darius's former mansion and strode up to the front entrance. The second he came into the house, he heard a series of gasps, and glanced to the left. In the parlor, there were a number of civilians clustered in an awkward, standing group, like they didn't feel comfortable sitting on all the fancy silk-covered furniture - and their eyes were popped large at the sight of him. Yeah, his reputation still preceded him. Geez, you're a slut for a couple of centuries, and people just can't let that shit go after you get properly mated. ~ J.R. Ward
Civilians quotes by J.R. Ward
The rulling to kill the Americans and their allies - civilians and military - is an individual duty for every Muslim who can do it in anyh country in which it is possible to do it ... to comply iwth God's order to kill the Americnns and plunder their money wherever and whenever they find it. We also call on Muslim ulema, leaders, youths, and soldiers to launch the raid on Satan's U.S. troops and the devil's supporters allying with them ... ~ Osama Bin Laden
Civilians quotes by Osama Bin Laden
The tragedy of civil wars in countries like Angola and Mozambique is that they left many civilians maimed. Poverty is the reason HIV/AIDS spread so rapidly in the African townships and slums. Poverty is the real killer. ~ Miriam Makeba
Civilians quotes by Miriam Makeba
When I was developing the [Daredevil] idea, we were really doing something closer to what was in the comic book. By that, I mean in terms of civilians in the street knew that superpowers were an everyday matter of fact. When it finally ended up at Netflix, they really decided to land it in the Marvel Universe that exists in the cinematic universe. That changes the story entirely. It was no longer about the other, which is what that metaphor was. It's really more about the character herself, which I love. ~ Melissa Rosenberg
Civilians quotes by Melissa Rosenberg
We are battling fanatics who kidnap and behead civilians and shoot fleeing children in the back. There can be no dialogue with such people, and the American people understand this. ~ Kay Bailey Hutchison
Civilians quotes by Kay Bailey Hutchison
Accounts vary as to the number of victims, but about 70 murdered civilians were reported to have been found in Nemmersdorf. There were about 95 more dead in the village of Schulzenwalde, some 8km to the southeast. By the scale of German atrocities in the Soviet Union and elsewhere, this was a modest total, but the sight of German women crucified along the road into Nemmersdorf shocked Jaedtke's battle-hardened men and the other groups that retook the village. Whatever ~ Prit Buttar
Civilians quotes by Prit Buttar
The military authorities were concerned that soldiers going home on leave would demoralize the home population with horror stories of the Ostfront. 'You are under military law,' ran the forceful reminder, 'and you are still subject to punishment. Don't speak about weapons, tactics or losses. Don't speak about bad rations or injustice. The intelligence service of the enemy is ready to exploit it.'
One soldier, or more likely a group, produced their own version of instructions, entitled 'Notes for Those Going on Leave.' Their attempt to be funny reveals a great deal about the brutalizing affects of the Ostfront. 'You must remember that you are entering a National Socialist country whose living conditions are very different to those to which you have been accustomed. You must be tactful with the inhabitants, adapting to their customs and refrain from the habits which you have come to love so much. Food: Do not rip up the parquet or other kinds of floor, because potatoes are kept in a different place. Curfew: If you forget your key, try to open the door with the round-shaped object. Only in cases of extreme urgency use a grenade. Defense Against Partisans: It is not necessary to ask civilians the password and open fire upon receiving an unsatisfactory answer. Defense Against Animals: Dogs with mines attached to them are a special feature of the Soviet Union. German dogs in the worst cases bite, but they do not explode. Shooting every dog you see, although recommended in the ~ Antony Beevor
Civilians quotes by Antony Beevor
Riot squads were ready to go into action. Although these young English boys (many of them civilians themselves little more than a year ago, and with only a very sketchy idea of the problems of administering Imperial ~ Paul Scott
Civilians quotes by Paul Scott
In this atmosphere of doubt why was the extreme risk approved? Partly because exasperation at the failure of all her efforts at intimidation had led to an all-or-nothing state of mind and a helpless yielding like Bethmann's by the civilians to the military. ~ Barbara W. Tuchman
Civilians quotes by Barbara W. Tuchman
We are in control, they are in a state of hysteria. Losers, they think that by killing civilians and trying to distort the feelings of the people they will win. I think they will not win, those bastards. ~ Mohammed Saeed Al-Sahaf
Civilians quotes by Mohammed Saeed Al-Sahaf
Warfare against civilians must never be answered in kind. Terror must never be answered with terror. ~ Caleb Carr
Civilians quotes by Caleb Carr
In World War II, some Japanese soldiers preferred to take their own lives rather become prisoners of war. In Saipan hundreds of civilians jumped to their deaths over cliffs in order to avoid falling into American hands. Even in life-or-death situations cultural ties and duties often outweigh the instinct for survival. This is why people die in the attempt to rescue a dog from drowning, or decide to become suicide bombers. ~ Harald Welzer
Civilians quotes by Harald Welzer
Some historians subsequently said that the twentieth century actually started in 1914, when war broke out, because it was first war in history in which so many countries took part, in which so many people died and in which airships and airplanes flew and bombarded the rear and towns and civilians, and submarines sunk ships and artillery could lob shells ten or twelve kilometers. And the Germans invented gas and the English invented tanks and scientists discovered isotopes and general theory of relativity, according to which nothing was metaphysical, but relative. And when Senegalese fusiliers first saw an airplane they thought it was a tame bird and one of the Senegalese soldiers cut a lump of flesh from a dead horse and threw it as far as he could in order to lure it away. And airships and airplanes flew through the sky and the horses were terribly frightened. And writers and poets endeavored to find new ways of expressing it best and in 1916 they invented Dadaism because everything seemed crazy to them. And in Russia they invented a revolution. And the soldiers wore around their neck or wrist a tag with their name and the number of their regiment to indicate who was who, and where to send a telegram of condolences, but if the explosion tore off their head or arm and the tag was lost, the military command would announce that they were unknown soldiers, and in most capital cities they instituted an eternal flame lest they be forgotten, because fire preserves the memory of some ~ Patrik Ouředník
Civilians quotes by Patrik Ouředník
I took a trip in 2004, a year after the war started in Iraq. I played music on the streets of Baghdad for Iraqi civilians. I'd also play for U.S. soldiers at night when they were off duty in the bars. Then I would talk to people, and I would film them and ask them about their life and the conflict. ~ Michael Franti
Civilians quotes by Michael Franti
The gas-cylinders had by this time been put into position on the front line. A special order came round imposing severe penalties on anyone who used any word but "accessory" in speaking of the gas. This was to keep it secret, but the French civilians knew all about the scheme long before this. ~ Robert Graves
Civilians quotes by Robert Graves
This impressed me when I was the editor of the Sunday Times [of London] - we had the "Bloody Sunday" killings of 13 unarmed civilians by British paratroopers. We interviewed 500 people for our report, and not one of them could give us a total picture of what was happening. It was like the Rashomon effect multiplied a million times. For a website or even a newspaper to be a collector of information flow is not the highest form of journalism. ~ Harold Evans
Civilians quotes by Harold Evans
One night the month before, back on the other side of the Belgian border, Aughenbaugh had delivered a lecture on the etymology of the word war. He said that he had looked it up and it came from an ancient Indo-European root signifying confusion. That was a foxhole night, bitter cold. The 5th Panzer Army was making its last great push west. You had to hand it to those Indo-Europeans, my grandfather thought, rolling through Vellinghausen. Confusion shown on the faces of the townspeople. War confused civilians every bit as surely as it did the armies who got lost in its fogs. It confounded conquest with liberation, anger with heartache, hunger with gratitude, hatred with awe. The 53rd Combat Engineers looked pretty confused, too. They were milling around at the edge of town, contemplating the long stretch of road between and beautiful downtown Berlin, trying to figure out if they ought to mine it or clear it of mines. ~ Michael Chabon
Civilians quotes by Michael Chabon
In the history of battles and wars, the massacres of civilians were the main reason of revolutions success. ~ M.F. Moonzajer
Civilians quotes by M.F. Moonzajer
In a life threatening situation, whether terrorism or a rockslide, what kills most people is slowness to react. Regular lives are so safe, so event-less that there is a lack of comprehension when faced with death. It's not necessarily shock. It's disbelief. It's dismissal. Civilians say to themselves, I've got this wrong, this isn't what I think. But it is, and by the time they've realized, it's too late. And of course sometimes they do in fact have it wrong. They've misread the situation, and they're left embarrassed and maybe ashamed. But....." "But they're alive," Mayes finished. ~ Tom Wood
Civilians quotes by Tom Wood
History of warfare has not yet enabled any army, any civilized army, the army of a democracy like Israel, to be able to deal with a ruthless terrorist enemy that uses civilians as a human shield without having some incidental civilian casualties. ~ Benjamin Netanyahu
Civilians quotes by Benjamin Netanyahu
You can't blame anyone else ... You have to make your own choices and live every agonizing day with the consequences of those choices. He knew this. That's why he deserted us like we deserted those civilians. He saw the road ahead, a steep, treacherous mountain road. We'd all have to hike that road, each of us dragging the boulder of what we'd done behind us. He couldn't do it. He couldn't shoulder the weight. - Philip Adler ~ Max Brooks
Civilians quotes by Max Brooks
The Iraq war is a huge subject and there have been many films about it. But it was when the private contractors started taking over and taking responsibilities from the regular army, which hides the war. You have these private armies of mercenaries acting with immunity for their actions, the worst of which was the Blackwater case where they killed 17 Iraqi civilians and the guys who did it just went home. We [screenwriter Paul Laverty and Loach] felt this deserved a story. ~ Ken Loach
Civilians quotes by Ken Loach
The wars in Iraq and Afghanistan are as much every U.S. citizen's wars as they are the veterans' wars. If we don't assume that civilians have just as much ownership and the moral responsibilities that we have as a nation when we embark on something like that, then we're in a very bad situation. ~ Phil Klay
Civilians quotes by Phil Klay
Looking at a situation like the Israel-Palestine conflict, Americans are likely to react with puzzlement when they see ever more violent and provocative acts that target innocent civilians. We are tempted to ask: do the terrorists not realize that they will enrage the Israelis, and drive them to new acts of repression? The answer of course is that they know this very well, and this is exactly what they want. From our normal point of view, this seems incomprehensible. If we are doing something wrong, we do not want to invite the police to come in and try and stop us, especially if repression will result in the deaths or imprisonment of many of our followers. In a terrorist war, however, repression is often valuable because it escalates the growing war, and forces people to choose between the government and the terrorists. The terror/repression cycle makes it virtually impossible for anyone to remain a moderate. By increasing polarization within a society, terrorism makes the continuation of the existing order impossible.
Once again, let us take the suicide bombing example. After each new incident, Israeli authorities tightened restrictions on Palestinian communities, arrested new suspects, and undertook retaliatory strikes. As the crisis escalated, they occupied or reoccupied Palestinian cities, destroying Palestinian infrastructure. The result, naturally, was massive Palestinian hostility and anger, which made further attacks more likely in the future. The violence mad ~ Philip Jenkins
Civilians quotes by Philip Jenkins
Well, the U.N. Security Council resolution 1973 is very clear. It says all necessary measures to be taken to protect civilians and civilian areas. I mean, that to me is very clear. ~ Mike Jackson
Civilians quotes by Mike Jackson
I try to express with the camera what the story is, to get to the heart of the story with picture. In battle I look at things first in terms of people, second in terms of strategies or casualties ... To tell a story, you don't photograph one hundred dead civilians to prove there were one hundred dead civilians. You photograph one dead civilian with an expression on his face that says, This is what it's like if you're a dead civilian in Vietnam. ~ Horst Faas
Civilians quotes by Horst Faas
The gremlin mob turned on Root, and when they saw the triple-barreled blaster on his hip, they kept right on turning. Root grabbed the microphone from behind the desk, and hauled it out to the extent of its cable. "Now hear this," he growled, his gravelly tones echoing around the terminal. "This is Commander Root of the LEP. We have a serious situation above ground, and I would appreciate cooperation from all you civilians. First, I would like you all to stop your yapping so I can hear myself think!" Root paused to make certain his wishes were being respected. They were. "Secondly, I would like every single one of you, including those squawling infants, to sit down on the courtesy benches until I have gone on my way. Then you can get back to griping or stuffing your faces. Or whatever else it is civilians do." No one had ever accused Root of political correctness. No one was ever likely to either. ~ Eoin Colfer
Civilians quotes by Eoin Colfer
The only rule Muslims know is to win. It does not matter how. All rules can be broken as long as they win the war. They can lie, they can deceive, they can break their treaties as Muhammad did, they can ambush or use terror, assassinate, massacre the children and bomb civilians. Muslims can even kill each other as long as this improves their chance of winning. ~ Ali Sina
Civilians quotes by Ali Sina
According to Japanese scholar Yuki Tanaka, the United States firebombed over a hundred Japanese cities. Destruction reached 99.5 percent in the city of Toyama, driving Secretary of War Henry Stimson to tell Truman he "did not want to have the US get the reputation of outdoing Hitler in atrocities," though Stimson did almost nothing to halt the slaughter. He had managed to delude himself into believing Arnold's promise that he would limit "damage to civilians." Future Defense Secretary Robert S. McNamara, who was on LeMay's staff in 1945, agreed with his boss's comment that of the United States lost the war, they'd all be tried as war criminals and deserved to be convicted.
Hatred towards the Japanese ran so deep that almost no one objected to the mass slaughter of civilians. ~ Oliver Stone
Civilians quotes by Oliver Stone
For the most part, I think American armies are awfully good in the business of protecting civilians, of not going over the line. ~ Morley Safer
Civilians quotes by Morley Safer
There are few words which are used more loosely than the word "Civilization." What does it mean? It means a society based upon the opinion of civilians. It means that violence, the rule of warriors and despotic chiefs, the conditions of camps and warfare, of riot and tyranny, give place to parliaments where laws are made, and independent courts of justice in which over long periods those laws are maintained. That is Civilization - and in its soil grow continually freedom, comfort, and culture. When Civilization reigns, in any country, a wider and less harassed life is afforded to the masses of the people. The traditions of the past are cherished, and the inheritance bequeathed to us by former wise or valiant men becomes a rich estate to be enjoyed and used by all. ~ Winston S. Churchill
Civilians quotes by Winston S. Churchill
As Wilson mourned his wife, German forces in Belgium entered quiet towns and villages, took civilian hostages, and executed them to discourage resistances. In the town of Dinant, German soldiers shot 612 men, women, and children. The American press called such atrocities acts of "frightfulness," the word then used to describe what later generations would call terrorism. On August 25, German forces bean an assault on the Belgian city of Louvain, the "Oxford of Belgium," a university town that was home to an important library. Three days of shelling and murder left 209 civilians dead, 1,100 buildings incinerated, and the library destroyed, along with its 230,000 books, priceless manuscripts, and artifacts. The assault was deemed an affront to just to Belgium but to the world. Wilson, a past president of Princeton University, "felt deeply the destruction of Louvain," according to his friend, Colonel House; the president feared "the war would throw the world back three or four centuries. ~ Erik Larson
Civilians quotes by Erik Larson
There are hundreds of electromagnetic cases where spacecraft have been observed by police, military personnel and civilians to affect car engines, radios and other electric devices. ~ Steven M. Greer
Civilians quotes by Steven M. Greer
It is the civilian part of the politics that is very, very bad, and we have to change that. ~ Gloria Macapagal-Arroyo
Civilians quotes by Gloria Macapagal-Arroyo
If progressive deep frames had been articulated and present in the public mind, the idea of a "war on terror" never would have made sense. If we viewed our strength as our diplomatic ability to forge international consensus and coalitions, and if we recognized that killing and maiming civilians through military action creates more terrorists and fosters more acts of terrorism, we wouldn't have looked to our military to solve the problem. Had progressive deep frames been prevalent at the time of 9/11, Americans would have taken "war on terror" as a powerful metaphor but not a literal guide to action, like the "war on poverty." They would have seen it as a major crime problem - like international organized crime - and sought to bring these criminals to justice by the means that work best, like tracing bank accounts, placing spies in their organizations, and so on. It ~ George Lakoff
Civilians quotes by George Lakoff
Do we really think that the United States will have the protection of innocent Afghans in mind if it rains terror down on the Afghan infrastructure? We are supposedly fighting them because they immorally killed innocent civilians. That made them evil. If we do the same, are we any less immoral? ~ George Lakoff
Civilians quotes by George Lakoff
Maybe you didn't understand American foreign policy or why we were at war. Maybe you never will. But it doesn't matter. You held up your hand and said, "I'm willing to die for these worthless civilians. ~ Phil Klay
Civilians quotes by Phil Klay
Uganda's Constitutional Court will decide whether the military court can proceed with this trial. A nation cannot claim to be operating under the rule of law if its military tribunals ignore the orders of civilian courts. ~ Bill Vaughan
Civilians quotes by Bill Vaughan
Consistently, from the Hezbollah heartland, my message was that Hezbollah must stop this cowardly blending ... among women and children," . "I heard they were proud because they lost very few fighters and that it was the civilians bearing the brunt of this. I don't think anyone should be proud of having many more children and women dead than armed men. ~ Jan Egeland
Civilians quotes by Jan Egeland
Military guys are rarely as smart as they think they are, and they've never gotten over the fact that civilians run the military. ~ Maureen Dowd
Civilians quotes by Maureen Dowd
I disagreed with the conduct of the war, with bombing civilians, categorizing everyone as the enemy or simply as armed men, with the racism and the disregard for those people. ~ Joe Glenton
Civilians quotes by Joe Glenton
Even during the years of the Cold War, the intense confrontation between the Soviet Union and the United States, we always avoided any direct clash between our civilians and, most certainly, between our military. ~ Vladimir Putin
Civilians quotes by Vladimir Putin
With all this talk about the supposed strain in relations [with the Soviet Union], there is an inference that somehow it is our fault. But we didn't kill Russian civilians by shooting down a civilian airplane. We didn't attempt to conquer an adjacent country to ours. We didn't walk out on negotiations and refuse to give a date for when we would resume. ~ Ronald Reagan
Civilians quotes by Ronald Reagan
Why do decent young men and women become bullies? Why do soldiers dream of being heroes but end up abusing prisoners and shooting civilians? Why do politicians become corrupt? Why do cops beat suspects senseless and break the laws they're meant to protect? ~ Louise Penny
Civilians quotes by Louise Penny
Humankind devotes much of its collective energy to managing personal and institutional anxiety and dealing with unsuccessful efforts of its civilians to cope with the tides of shifting social and economic conditions. Every city corridor houses downtrodden citizens whom have given up on life, the dopers, smoke hounds, crack heads, and unrepentant drunkards whom spend their days pushing shopping carts and their nights sleeping in gutters. In marked contrast to these filthy and wretched souls whom inhabit the skid row of every city's streets, all animals display an admirable state of hygiene and a zest for life. Except for poor critters sentenced to live confined in a zoo and domestic animals held captives in deplorable harvesting pens, all animals live a carefree existence that is preferable to living off stress sandwiches of modern humankind. ~ Kilroy J. Oldster
Civilians quotes by Kilroy J. Oldster
Hamas, they are using civilians' lives, they are using children, they are using the suffering of people every day to achieve their goals. And this is what I hate. ~ Mosab Hassan Yousef
Civilians quotes by Mosab Hassan Yousef
It's basically military code for "job." So instead of just asking me what my job was in the Army, she knew enough to specifically ask me what my MOS was. I was impressed.
"Eleven Bravo. Were you in?" I replied.
"Nope! But I've thought about it. I still think one day I will join the Army. ~ Noah Galloway
Civilians quotes by Noah Galloway
Any organization or any individual that targets civilians and kills them for political agenda is a terrorist organization. ~ Feisal Abdul Rauf
Civilians quotes by Feisal Abdul Rauf
Respecting our veterans includes providing them the ways and means they so desperately need to reintegrate into our lives and serve us again as productive members of our civilian community. ~ Charles B. Rangel
Civilians quotes by Charles B. Rangel
Yes, war is hell. It is awful. It involves human beings killing other human beings, sometimes innocent civilians. That is why we despise war. ~ John O. Brennan
Civilians quotes by John O. Brennan
The United States armed forces and coalition troops deserve recognition and support for their work to remove Saddam Hussein from power, and ensure the safety and security of the American people, civilians abroad, and the people of Iraq. ~ Mark Kennedy
Civilians quotes by Mark Kennedy
They say a good soldier fights a battle, never a war. That's for civilians. ~ John Steinbeck
Civilians quotes by John Steinbeck
Fourth, we will continue providing humanitarian assistance to innocent civilians who have been displaced by this terrorist organization. This includes Sunni and Shia Muslims who are at grave risk, as well as tens of thousands of Christians and other religious minorities. We cannot allow these communities to be driven from their ancient homelands. ~ Barack Obama
Civilians quotes by Barack Obama
This is a man who has shown a complete disregard for human life, cynicism and hypocrisy, and a willingness to use war and the deaths of thousands of Russian soldiers and innocent civilians as a PR instrument in his election campaign. This is a man who raised a toast on the anniversary of Stalin's birth, had the plaque commemorating former KGB head Yury Andropov restored to its place on the wall of the Lubyanka - Federal Security Service headquarters - and dreams of seeing the statue of butcher Felix Dzerzhinsky, founder of the Soviet secret police, stand once again in the center of Moscow. ~ Garry Kasparov
Civilians quotes by Garry Kasparov
Those people who kill women, children, and defenseless civilians are about as Muslim as mass murderer Christopher Columbus was a Christian. ~ Immortal Technique
Civilians quotes by Immortal Technique
What's great about the Sundance Film Festival is the festival takes over that town as it's intended to do. But, it's very focused on a lot of other filmmakers and distributors so it almost feels like, while they're a lot of so-called civilians there, it's an opportunity that you have to see, to show your stuff to the other folks, your peers really, and to get that reaction. ~ Alex Gibney
Civilians quotes by Alex Gibney
I stand by my work on behalf of the citizens of Spokane to further justice and promote civilian oversight of law enforcement. ~ Rachel Dolezal
Civilians quotes by Rachel Dolezal
We don't want civilians walking around who know about us. Got it? (Tee) Wow, you're like a ferocious bunny, aren't you? (Nathan) Worse. A bunny can be fluffy sometimes. Tee always goes for the throat. Trust me. I'm her partner and she's shot me three times now. (Joe) ~ Sherrilyn Kenyon
Civilians quotes by Sherrilyn Kenyon
The most effective means of fighting crime in the United States is to outlaw the possession of any type of firearm by the civilian populace. ~ Janet Reno
Civilians quotes by Janet Reno
Lucas lifted his head to look around and saw that dozens of people were dead or wounded; and that cops were flowing in from everywhere, that fifteen civilians were filming the chaos with their iPhones, that two TV crews were already working it, and that people everywhere were screaming in pain . . . He and Bowden knelt next to Jubek and Jubek's eyes were open and he said, "Hurt," and Lucas could hear more clearly now and said, "Hang on," and Jubek almost laughed and said, "I'm trying, dumbshit. Get me something . . . ~ John Sandford
Civilians quotes by John Sandford
I just want to say something. 655,000 Iraqi civilians are dead. Who are the terrorists? ~ Rosie O'Donnell
Civilians quotes by Rosie O'Donnell
The more vulgar apologists for U.S. and Israeli crimes solemnly explain that, while Arabs purposely kill civilians, the U.S. and Israel, being democratic societies, do not intend to do so. Their ~ Noam Chomsky
Civilians quotes by Noam Chomsky
Hamas hides its rockets and bombs in schools and mosques, builds tunnels under United Nations facilities, and often surrounds its fighters with children and other civilians, using them as human shields. It hopes that Israel will either refrain from firing on known terrorists or that, if Israel does fire, enough children will die for the world to express outrage against Israel. In other words, this organization launches rockets hoping to kill children, and when Israel responds, it does all it can to make sure that only Palestinian children die. ~ Jay Sekulow
Civilians quotes by Jay Sekulow
Snow is both our best friend and worst enemy. Best friend because it shows us in a concrete form the paths other have taken to get where they are. Worst enemy because it will tell such tales of us if we chance upon it. I find poetry in snow that cannot be resisted. In a way, it is the closest to time travel most civilians will ever manage. ~ Thomm Quackenbush
Civilians quotes by Thomm Quackenbush
Are you kidding? That's exactly why I hate him! He knew that this was just the first step of a long war and we were going to need men like him to help win it. Fucking coward. Remember what I said about being beholden to your conscience? You can't blame anyone else, not the plan's architect, not your commanding officer, no one but yourself. ~ Max Brooks
Civilians quotes by Max Brooks
War traumatizes soldier and civilian alike; warfare is a profit-making racket; warfare resolves nothing that negotiations can't resolve better; the weapons we have now make non-violence the only option to planetary annihilation. ~ Madeline Taylor
Civilians quotes by Madeline Taylor
Torturing innocents, murdering civilians and destroying public property; they are all the gifts we have been given by religion. ~ M.F. Moonzajer
Civilians quotes by M.F. Moonzajer
It is changing the face of terrorism. It is basically bringing it to the United States, to our great citizens. We know the terrorists are barbaric and murderers that attack innocent civilians, as they did in this case. ~ Hugh Shelton
Civilians quotes by Hugh Shelton
The military mind tends to be conservative, realistic and historical. The civilian mind tends to be liberal, idealistic and Utopian. Journalists, obviously, are civilians, and they tend to distrust, and to suspect, the military's motives. ~ Mark Riebling
